I do not think the term for the process of adopting a set of fundamental national principles ( at the USA level) is "ratify" ( especially when some amendments are to be made) not being too familiar of the way each american state is promoting in the legislative forum the amendments of "the bill of rights" to adapt the national legal provisions

The strong supporters are the federalist they believed they needed the strong government.The ones who opposed were the anti federalist. They didn't want another strong body in power.
