Just count how many decimal places you need to make it an integer. In this case it's five places. So, divide 4 by 10^5, which is the same as multiplying by 10^-5.
4 x 10^(-5)
If you multiply by 10 to the power of a negative number then you must move the decimal place to the left, otherwise move it to the right.
Here, 4 x 10^(-5)
= 00000004.00000000 x 10^(-5)
-5 is -ve so move the decimal place 5 places to the left:
it's the same, just to the negative power so it would be:
4 x 10^-5
Figure out how many decimal places you would need to move the decimal point to get one digit to the left of the decimal point. The number that you move to the right is a (-) power of ten. The number that you move to the left is a (+) power of ten.
