What is VS_EXPBSLN_x64_enu? Do I need it?

I found a file called VS_EXPBSLN_x64_enu and it's labeled as a cabinet file. It seems to be related to Microsoft Visual Studio but I'm not entirely sure if I need it. I don't want to delete it if it's a required file. What does it do?

    Windows 7 x64 Install of Visual C++ 2010 Express.
