Depending on the make of your exhaust, you can either buy baffles that will install into the exhaust, or you can take the exhaust apart and repack it with muffler packing material. They sell it at your local cycle store. But I’m not sure that shoving steel wool up the pipe will do anything other than blocking your exhaust, and resulting in some interesting fuel mixture problems for the motor, or blowing out pieces of steel wool when you start it up.
